1 Overview
This chapter covers
the overview of the Permit Administration and ConTROL System 1.1 Overview of the Permit Administration and ConTROL SystemThe
Internet Permit Administration and ConTROL System (Abbreviated
PATROL) enables the traders/forwarders to perform permit transactions with
Central Narcotics Bureau (CNB). The functions
for public users will be hosted on the All
traders/forwarders must use SingPass to log into the system or register with
CNB. The functions
available to the traders/forwarders before logging onto the system are: o
Login o
Register Company Once the
traders/forwarders are authenticated as registered users, the following
functions can be accessed: o
Update Company o
Apply New Permit o
Attach Supporting Documents o
View And Track Permit Application o
Application to Cancel Permit o
Application to Amend Permit
2 Register Company
This chapter function
allows you to register a company using SingPass Steps:
Follow
these steps to register a company 1)
From the Login page, click
on the

SingPass authentication service page. Enter the SingPass ID and password, and then
click on the

apply for permit, however only Person-In-Charge and Default Contact Person have

these steps to view/ update company information 1)
From the login page, enter the unique entity number of the
company and click on

Permit
This chapter
tells you how to apply a new permit Steps:
Follow
these steps to apply a new permit 1)
Click on

You will be redirected to the Apply for New Permit page where
you can select the type of declaration that you wish to apply. (See
Figure 4.2)

To remove the added substance(s), select the corresponding
checkbox(s) and click on the
button. The selected substances will be
removed from the list of added substances table (See
Figure 5.6)
Note Clicking the
button will clear the contents of the text
fields under the details of imported substances
10) You
are not allowed to enter the foreign company name, address and country directly
on this page. To add foreign company details, click on
button. (See
Figure 5.8)

Click on
button to search for a specified company and
click on the company name. Alternatively, you can click on
button, which will display all the foreign
companies you have added earlier. You can also add a new foreign company by
filling in the details under Add New Foreign Company section and click on
button (See
Figure 5.9).

Note The foreign
company details will only be saved upon successful submission of the permit
application. Adding from the Choose Foreign Company page will fill up the
fields in the Step 1 of the permit application.
13) You
can click on
hyperlink
to edit the selected foreign company details, you will be redirected to Edit
Foreign Company page (See Figure 5.10).

14) Fill
in the information that you wish to edit and click on
button.
You will be directed back to the Choose Foreign Company page if there is no
error (See Figure 5.11).

can continue applying for the permit by clicking on an existing foreign company
name or adding a new foreign company.

button to search the port of loading (See
Figure 5.13). You must select a country of loading first before clicking the
button.

19) You will be redirected to
port chooser page. All the ports related to the selected country of loading
will be displayed. Alternatively you can search for the port by entering at
least 5 characters of the port name and clicking on the
button to search for the port for country. (See Figure 5.14)

20) Click on one of the ports
in the list. (See Figure 5.14)
21) You will be redirected
back to the Enter Transportation Details page with the selected port filled up.

will not be allowed to enter the broker name and address directly on this page. Click on
button beside the Broker Name and you will be
directed to the Choose Broker page to search for the broker (See Figure 5.15).

Click on
button to search for a specified broker and
click on the broker name. Alternatively, you can click on
button, which will display all the brokers you
have added earlier. You can also add a new broker by filling in the details
under Add New Broker section and click on
button (See

button. A file chooser window will pop up
where you can select the file to attach. (See Figure 5.19). The file name
should not contains any special characters such as “$ %”. The length of the
file name is less than 50 characters (inclusive of space).
31) Once
you have selected a file and the file chooser will be closed. The selected file
name will be displayed in the text box. Click on
button to attach the file. (See Figure 5.19)
Note Only PDF files
with less than 2MB in size are allowed for attachment.
Note You may attach
more than one file.
32) Once you have attached
the file(s), click on
button (See
Figure 5.19)

Note Clicking the

Note If the draft is in use or was saved at any step of the application
and you subsequently proceed to submit the application, the
draft will be deleted. However, if you did not use the
draft or save the application as draft, the existing draft will be retained
even after you submit the application.
34) You
will be given a reference number for your permit application. Click on
button to print the application
acknowledgement page (See Figure 5.21)

no. is not a CNB licence no. You will receive a CNB licence no. once your
application has been approved. You can then download the CNB permit letter.

receive any reference number, please close the browser and try to apply again.

Chapter
This chapter
tells you how to apply a new export permit
Steps:
Follow
these steps to apply a new export permit
1)
Click on the
button on the Apply New Permit page (See
Figure 6.1)

pop up when you click on the button to inform you if there is an existing draft
under the selected permit application type (See Figure 6.2).
Note Only one draft
is allowed to be saved for each permit type.

If you click on
button at the message box,
you will be redirected to Step 1 of the Permit Application (See Figure 6.3) regardless at which step
you saved your draft previously. The pages will be preloaded with the saved
information. If you do not wish to use the draft, click on
button, you will be redirected to Step 1 of
the Permit Application, the fields on the page will be empty (See Figure 6.6).

If there is no existing draft, you
will be redirected to the Step 1 of the Permit Application for Export Permit
(See Figure 6.6).

submitted, whichever is earlier.

Fill in the necessary details on
the page. You can either choose to save a draft by clicking on
button and continue the application later or
proceed with the application by clicking on
button.
Note The
button is located at the bottom right corner
of the Permit Application Step 1 to Step 4 pages.
5)
If there is an existing draft or
you are not the last person who modified the draft, you will be directed to a
confirmation page (See Figure 6.4) to confirm overwriting the existing draft.

button and the draft is saved successfully,
you will be directed back to the previous permit applications. The success
message “Your
draft has been saved successfully.” will be shown at the top portion
of the page (See Figure 6.5).

If there is no existing draft or
you are the last person who modified the draft, the page will be refreshed and
the success message will be shown if the draft is saved successfully (See
Figure 6.5).

port chooser page. All the ports related to the selected country of final
destination will be displayed. Alternatively you can search for the port by
entering at least 5 characters of the port name and clicking on the
button to search for the port for country. (See

these steps to apply new transhipment permit

If you click on
button at the message box,
you will be redirected to Step 1 of the Permit Application (See Figure 7.3) regardless at which
step you saved your draft previously. The pages will be preloaded with the
saved information. If you do not wish to use the draft, click on
button, you will be redirected to Step 1 of
the Permit Application, the fields on the page will be empty (See Figure 7.6).
3)
If there is no existing draft, you
will be redirected to the Step 1 of the Permit Application for Transhipment Permit
(See Figure 7.6).

4)
Fill in the necessary details on
the page. You can either choose to save a draft by clicking on
button and continue the application later or

of the Permit Application Step 1 to Step 4 pages.
5)
If there is an existing draft or
you are not the last person who modified the draft, you will be directed to a
confirmation page (See Figure 7.4) to confirm overwriting the existing draft.
