INTRODUCTION TO HASE

What are the main roles of HASEs in the Ministry?

  • Policy formulation and implementation - HASEs form the middle and senior management in MHA. They provide vital support for executive and policy decisions with critical examination and analysis of factors involving the formulation and implementation of policies eg. HR Division, Operations Division
  • Project Management - HASEs are also responsible for overseeing projects under implementation eg. Infrastructure Development Secretariat, Technology Division

Where do HASEs work in?

  • Singapore Police Force
  • Singapore Civil Defence Force
  • Singapore Prisons Department
  • Central Narcotics Bureau
  • Immigration & Checkpoints Authority
  • Ministry of Home Affairs Headquarters

What are the main functional areas of work for HASEs?

3 main functional areas, namely:

  • Corporate Services Group - This includes Human Resource, Public Affairs, Finance, Administration, Logistics. Accounts for 50% of HASE jobs
  • Planning & Operations Group - This includes Research, Technology, Strategic Planning, Operations and Emergency Planning. Accounts for 33% of HASE jobs.
  • Intelligence Group - This includes Police Intelligence Department, Prisons' Intelligence Department, CNB Intelligence Department. Accounts for 17% of HASE posts

What are the requirements to be eligible for the HASE scheme?

  • Degree in any discipline
  • Singapore citizen or Singapore PR

HASE CAREER MANAGEMENT SYSTEM

1-year probation period

Posting system

- The posting system allows a new officer to find his/her niche and proceed to specialize in a certain competency area thereafter. Also, it allows an officer to better understand the workings of other Deparments/ Divisions. It would come in useful in the event that he/she holds managerial post.

Promotion

- Promotions are based on performance and potential.

Training

- One important aspect of development lies in training. We believe in equipping our officers for the job so that they are able to perform to their fullest potential. HASEs are sent on formal work-related courses, seminars, in-house courses as well as courses designed for personal growth. Yearly, the officers will draw up a training road map with their supervisors stating the type of training they would be interested in.

HASE training milestones

  1. Milestone I : Induction Course for new HASEs
  2. Milestone II : Developmental Courses (courses on writing skills, presentation skills, job-related skills, problem-solving and interpersonal skills)
  3. Milestone III : HASE Management Leadership Courses (preparatory course to equip HASEs who are going to assume bigger portfolios. Leadership skills, people management skills, planning and organizational skills are emphasized.

Overseas study trips and courses

- HASEs who perform well will be sent for overseas study trips. The Ministry would also send outstanding officers overseas to further their studies.

Talent Management Scheme (TMS)

- This scheme develops talented young officers through

  1. exposure to high-level policy and systems review work;
  2. expose talented young officers to the larger framework of strategic concerns of MHA ; and
  3. developing the Home Team concept by allowing officers from the different Home Team Departments to work together to recommend ways to improve the policies and systems that are inter-departmental.
