SCHEDULED SUBSTANCES CONTROLLED BY DIRECTOR, CENTRAL NARCOTICS BUREAU (CNB)

CNB is the approving authority for controlled substances listed in the Third Schedule of the Misuse of Drugs Act (MDA) since 5 September 1999. A circular dated 31 August 1999, which includes a list of the controlled substances, has been circulated to all traders. For easy reference, the controlled substances list is enclosed at Annex A.

As of 11 September 2000, two additional substances “Norephedrine” and “Norpseudoephedrine” were included in Part 1 of the Third Schedule under the Misuse of Drugs Act (MDA).

With this inclusion, the manufacture, supply, possession, import or export of these two substances, without a permit from CNB, would contravene Section 10A of the MDA. Any person convicted of this offence shall be punished with imprisonment not exceeding 20 years or with a fine not exceeding $200,000 or with both.

With immediate effect traders intending to import, export or transship “Norephedrine” and “Norpseudoephedrine” shall declare to CNB 14 days before the effective date of import, export or transshipment.
