SCHEDULED SUBSTANCES CONTROLLED BY DIRECTOR, CENTRAL NARCOTICS BUREAU (CNB)

CNB is the approving authority for controlled substances listed in the Third Schedule of the Misuse of Drugs Act (MDA) since 5 September 1999. A circular dated 31 August 1999, which includes a list of the controlled substances, has been circulated to all traders. For easy reference, the updated controlled substances list as of 1 Sep 2014 is enclosed at Annex A.

As of 1 Sep 2014, Alpha-Phenylacetoacetonitrile, also known as APAAN, and its optical isomers will be included in Part 1 of the Third Schedule under the Misuse of Drugs Act (MDA) Chapter 185.

With this inclusion, the manufacture, supply, possession, import or export of APAAN and its optical isomers for the purpose of manufacturing of a controlled drug, would contravene Section 10A of the MDA. Any person convicted of this offence shall be punished with imprisonment not exceeding 20 years or with a fine not exceeding $200,000 or with both. Persons found to have imported or exported this substance without a permit from CNB can be prosecuted under Misuse of Drugs (Controlled Equipment, Material and Substances) Regulations and punishable with imprisonment not exceeding 3 years or with a fine not exceeding $10,000 or with both.

With effect from 1 Sep 2014, traders intending to import, export or transship APAAN and its optical isomers shall declare to CNB 14 days before the effective date of import, export or transshipment.
