Circular Reference No.: CNB/PC CTRL/00014

5 November 2015

To all Traders and Declaring Agents

IMPLEMENTATION OF CUSTOMS PROCEDURE CODE (CPC) FOR TRADENET PERMIT APPLICATIONS INVOLVING MEDICAMENTS CONTAINING EPHEDRINE OR PSEUDOEPHEDRINE

  1. CNB is the approving authority for the import, export and transshipment of medicaments containing ephedrine or pseudoephedrine. Such medicaments are listed as controlled substances in the Third Schedule of the Misuse of Drugs Act (MDA) with effect from 1 July 2014. They are currently declared under HS codes 30034000 and 30039000, 30044090, 30049051 and 30049059, depending on the composition and purpose.

  2. With immediate effect, in addition to HS codes, traders and declaring agents are required to indicate “CNB” as the approving authority under the Customs Procedure Code (CPC) field in your permit application submitted in TradeNet®.

  3. The new requirement for CPC is introduced to facilitate the processing of your import/export/transshipment permit applications submitted for products that contain CNB controlled substances but are not classified under CNB controlled HS codes.

  4. If you require further clarification, please email your enquiries to us at CNB_Chemical_Enquiry@cnb.gov.sg or contact Duty officer at Precursor Control Unit at Tel No. 6557 3229 for assistance.

Thank you for your kind cooperation.
