Amendment to the First Schedule of the Misuse of Drugs Act

1. CNB regularly reviews the First Schedule to the Misuse of Drugs Act 1973 (“MDA”), ensuring that emerging New Psychoactive Substances (“NPS”) are scheduled as controlled drugs under the MDA.
2. On 1 June 2026, the First Schedule to the MDA will be amended to list two new NPS (see Annex for details). These substances have no known licit use, are liable to abuse, and are known to produce opioid-like effects linked to substantial harm.
Global NPS Situation
3. The NPS situation remains a concern globally. According to the United Nations Office on Drugs and Crime Early Warning Advisory on NPS, to date 154 countries and territories have reported one or more NPS within their borders, with at least 1,465 different NPS detected worldwide.
4. NPS abuse has been associated with serious and potentially life-threatening health risks, including paranoia, seizures, hallucinations, and even death.
5. CNB will continue to proactively monitor the global and local drug landscape for emerging NPS. CNB will also constantly review and enhance its strategies to improve detection and enforcement against the illicit use of NPS.

Additional Substances to be Listed in the First Schedule as Class A Controlled Drugs (with effect from 1 June 2026)
2-(4-Ethoxybenzyl)-N-ethyl-5-nitro-1H-benzimidazole-1-ethanamine (also known as N-desethyl etonitazene) and its ethylamino structural isomer and their respective ethoxy positional isomers in the phenyl ring and nitro positional isomers in the 6-membered ring of the benzimidazole structure
5-Nitro-2-(4-isopropoxybenzyl)-1-[2-(pyrrolidin-1-yl)ethyl]-1H-benzo[d]imidazole (also known as N-pyrrolidino isotonitazene or isotonitazepyne) and its isopropoxy structural isomers and their respective isopropoxy positional isomers in the phenyl ring and nitro positional isomers in the 6-membered ring of the benzimidazole structure
