Intoxicating Substances Act ('INSA')
The Intoxicating Substances Act (‘INSA’) is the main legislation for prohibiting the misuse of inhalants and substances that may cause intoxication when inhaled or abused.

The INSA spells out the offences relating to the misuse, inhalation, supply or offer to supply of intoxicating substances. The INSA also provides for the enforcement powers of the Central Narcotics Bureau (‘CNB’), and empowers the Director of CNB to commit an inhalant abuser to an approved centre for treatment and rehabilitation.
