Misuse of Drugs Act ('MDA')

The Misuse of Drugs Act (‘MDA’) is the main legislation for the control of dangerous and/or harmful drug and substances.

The MDA provides for the enforcement powers of the Central Narcotics Bureau (‘CNB’) and the penalties for various drug offences, including trafficking, manufacturing, importation or exportation, possession and consumption of controlled drugs and psychoactive substances. The MDA also empowers the Director of CNB to commit a drug abuser for treatment and rehabilitation in a drug rehabilitation centre.

Consumption of controlled drugs outside Singapore

  • It is an offence for Singapore Citizens and Singapore Permanent Residents to consume controlled drugs in Singapore and overseas.

  • Consumption of a controlled drug (e.g. ‘Ice’, heroin, and cannabis) is an offence and a person will face a minimum of 1 year of imprisonment, up to a maximum of 10 years of imprisonment, with a maximum fine of$20,000.
